They don’t. Their effect is not even additive but sub additive.
The reason this types of combo pills are offered is not due to synergy, but due to convenience (in the diabetic population, many people are taking both (I guess):
Combination pills like Synjardy add a convenience benefit for patients, as they combine two pills in one, meaning fewer prescriptions to fill, fewer pills to take (particularly in the case of Xigduo XR), and only having a single co-pay.
Most diabetics like my mom need more than just one treatment to get their blood glucose under control. Therefore they combine them for convenience as @RapAdmin said.
And even then, some people’s blood glucose is still too high.

GMRx4 is a single pill, triple combination in development as a first-line treatment for type 2 diabetes, containing three existing best-in-class drugs and formulated at an ultra-low dose: metformin XR 350mg, dapagliflozin 2.5mg and sitagliptin 17.5mg.
Hopefully the trials will shows that an ultra-low dose combination is as effective as one or two drugs at high dose but without the side effects.
