The starting date at this site says “Starts October 14th, 2024.” After clicking “Register for Course” the “Check Availability” link does not respond.

Talk about aging backwards.

You seem to have something wrong with your web-browser. Try a different one. Everything works fine for me on the Safari and “Brave” browsers when I click on “check for availability”.
